Abstract

Finland’s policies on immigrant education are based on the principles of inclusion, multiculturalism, and educational equality, in line with both national legislation and international obligations. The system aims to support not only the academic achievement of students with a migrant background but also social integration and their sense of cultural belonging. This approach is embodied in pedagogical strategies such as language acquisition, program adaptations, individualized learning plans, and multilingual education. This chapter will first examine Finland’s migration dynamics in a historical context, then present current data on the position of the immigrant population in the education system, and finally discuss policy documents and implementation examples from a comparative perspective. The concluding section will evaluate the strengths and limitations of current practices and offer policy recommendations for the future.
